About the Aircraft Accidents Investigations Bureau
The AAIB Bureau Has been established by virtue of Cabinet Resolution No. (251) of 2022 AD under the name of the Aircraft Accident and Incident Investigation Bureau within the organizational structure of the Ministry of Transport, independent from the Civil Aviation Authority, based on the recommendations of the International Civil Aviation Organization.
With regard to the Article No. (5) of civil aviation Law No. (6) of 2005, the competent minister (Minister of Transport) supervises this Bureau to investigate aircraft accidents and incidents. The Minister issued the necessary decision for this under Part No. (12) of the Civil Aviation Regulation to conduct the investigation of aircraft accidents and incidents based on Annex No. (13) of the International Civil Aviation Convention. With the aim of reducing aircraft accidents and incidents, preventing their reoccurence, and reducing the losses and damages that may arise from them
Goal and Purposes of Aircraft Accidents Investigations Bureau
Knowing the circumstances and causes of accidents and dangerous incidents of aircraft in order to prevent their recurrence. The investigation does not aim to place blame or responsibility on any party in the accident or incident.

Meeting of the Fourth Session of the Regional Cooperation Mechanisms Committee for the Investigation of Aircraft Accidents and Incidents in the Middle East and North Africa Region
On 06/13/2023, the Libyan Ministry of Transport, represented by a delegation from the Aircraft Accident and Incident Investigation Bureau, participated in the fourth session of the Regional Cooperation Mechanisms Committee for the Investigation of Aircraft Accidents and Incidents in the Middle East and North Africa, which was held at the Moroccan capital, in the presence of heads of aircraft accident investigation bodies and representatives of international bodies and institutions active in this field. The meeting discussed cooperation mechanisms between committee members with the aim of raising the level of efficiency of the technical, procedural and organizational aspects of aircraft accident and incident investigation operations, which enhances the safety and security of civil aviation. On the sidelines of the meeting, the ministry’s delegation participated in a workshop on aircraft accident prevention, which was organized by the Moroccan Ministry of Transport and Logistics in cooperation with the Arab Civil Aviation Authority over two days. A working paper was presented at this workshop, which included the establishment of the Aviation Accident and Incident Investigation Bureau and the tasks assigned to it, as well as what this Bureau has done since its establishment and its future plans to develop Bureau and raise its level. The workshop discussed future challenges and opportunities in the field of air navigation security and safety, in addition to developing proactive approaches to avoid aviation accidents, as well as finding innovative solutions to make this sector safer and more secure, to achieve the goal of reducing the occurrence of aircraft accidents and incidents.

Tasks and Duties Of The Aircraft Accidents Investigations Bureau
Investigating accidents and incidents of aircraft that occur in the territory of the State.
Investigating accidents and incidents of aircraft that take place on the high seas, or in a territory that does not belong to one of the countries with regard to aircraft registered in the country.
Participate in the investigation of accidents and incidents of aircraft that fall outside the territory of the state for aircraft registered in it, and for aircraft operated by the Libyan operator or Libyan citizens.
It may seek the assistance of any specialized agency to carry out the required investigation, or to participate in it
Publish the results of the investigation after being approved by the Minister.
Formation of investigation committees into aircraft accidents and incidents
The Minister shall form investigation committees into aircraft accidents. The number of members of the investigation committee shall not be less than three. It may seek the assistance of persons with special expertise, whether they are from inside or outside the country, to participate in the investigation.
The office shall form committees to investigate aircraft incidents and determine their competence, and may seek the assistance of experts to participate in the investigation.
The chairman and members of the investigation committees into aircraft accidents and incidents shall have the capacity of the judicial officers during the investigation.
A member of the Aircraft Accidents Investigation Committee may not be removed from the committee during the investigation except by a reasoned decision from the Minister.
Powers of the Aircraft Accidents Investigation Committees
The chairman and members of the investigation committees have the right to enter the scene of the accident and other places that are useful for the investigation, inspect them, conduct inspections, review documents, records, references, drawings, and papers, and keep what matters to the investigation, summon people, interrogate witnesses, and assign them to present their information, papers, or things that the committee deems necessary to reveal the truth. And take the necessary measures to preserve the aircraft, its wreckage, cargo and parts, and transfer it in whole or in part to conduct the necessary tests on it.
To notify about an accident or occurrence of an aircraft
The local authorities shall notify the Civil Aviation Authority as soon as they become aware of the occurrence of the aircraft accident in the territory of the State within its jurisdiction.
Each member of the aircraft crew, upon the occurrence of an accident to his aircraft, shall notify the Civil Aviation Authority of the same, if his condition permits.
Owners of national aircraft or those operated by Libyan companies or individuals or their representatives shall notify the Civil Aviation Authority of any accidents or incidents occurring to their aircraft outside the territory of the State immediately upon becoming aware of them.
The pilots and owners of national aircraft must notify the Civil Aviation Authority of the incidents that the Civil Aviation Authority determines and which happen to their aircraft or which they see happening to other aircraft.
The Civil Aviation Authority shall notify the office as soon as it becomes aware of it.
Assisting the security and administrative authorities in the investigation committees
The security authorities and administrative authorities, each within its jurisdiction, must take the necessary measures to facilitate the work of the investigation committees, especially providing them with all official papers related to any accident. Instructions to facilitate her job performance.
Reporting accidents and incidents of aircraft registered in another country
Subject to the provisions of Annex 13 of the Treaty on Aircraft Accidents Investigation, the Bureau, after learning of the occurrence of an accident involving a foreign aircraft in the territory of the State, shall report it at the earliest opportunity to:

Authenticity of the facts of the final report of the investigation committee
The facts included in the final report drawn up by the Aircraft Accident Investigation Committee are considered correct until the contrary is proven. The investigation of aircraft accidents may be reopened by a reasoned decision if significant new evidence appears that affects the outcome of the investigation.
